A very insightful comment is found which argues that the site freelancer.com takes money from a user without asking the user to verify account but suspends the same account when the owner of the account request withdrawal of his money! That is a very significant point indeed.
This is the book of misdeeds committed by freelancer.com. As the company is huge it is reluctant to care about the interests of its users, both freelancers and employers. To answer whether it is a full scam or not it can be said, "No, it is not selling resorts on the moon". Does this suffice? People consider the unethical practices and ripping off policies as the signs of scam.

User at freelancer.com vs criminal in jail - the similarity
Many victim users has commented on the verification process of the site. On one hand the verification is itself used purposely to siege the money of the users, both workers and employers, on the other hand the verification process is very much insulting. It requires you to send a thief like image of yours. It doesn't happen when you ope an account or even deposit money there.

There many reports that freelancer.com is not letting its users withdraw the money they have earned. This is not done only to the freelancers but even with those who post projects - the employers. Among many many incidents here is one that mentions about ripping a user off.
