The Express Withdrawal is the service using which you can transfer your money to a bank account. This service is limited to a few selected countries. The joke is that to transfer your money from freelancer.com to your bank is free but to avail the service it requires you to spend money - this is the definition of "free" in the dictionary of freelancer.com.
They state that if you want to use Express Withdrawal, you have to purchase membership. There is no "intermediary fees" but off course there is a fee for the paid membership. Express withdrawal is free but that facility availing membership is not. Thus to avail the free Express Withdrawal you have to pay freelancer.com.
This is the book of misdeeds committed by freelancer.com. As the company is huge it is reluctant to care about the interests of its users, both freelancers and employers. To answer whether it is a full scam or not it can be said, "No, it is not selling resorts on the moon". Does this suffice? People consider the unethical practices and ripping off policies as the signs of scam.
