That's hilarious! Freelancer has set even an expiry date for the deposited fund. A former user of the site claims that his deposited money was simply got vanished without leaving any clue! What it seems is that freelancer.com has some sort of approved robbing license. From the complain submitted to complaintboard, short form of the incident can be read. The user states that he deposited $200 to complete a project. But later the project was not continued and he kept his money there to use it when needed later.
But when he got back to freelancer.com he found that all his money got "Expired". No sign of cause shown in the account statement. What an extraordinary way to loot! By the way, is freelancer.com charging some sort of "account servicing fee" like the banks? Not clear.
The user praises freelancer.com with this line - Site is greedy and sets up its policies to punish you.
This is the book of misdeeds committed by freelancer.com. As the company is huge it is reluctant to care about the interests of its users, both freelancers and employers. To answer whether it is a full scam or not it can be said, "No, it is not selling resorts on the moon". Does this suffice? People consider the unethical practices and ripping off policies as the signs of scam.

Freelancer verified that i had an account balance of $75.12 USD in my account when they took over from scriptlance. I left the money in the account in the expectation that i would use the service at some future time. I now find that freelancer have drained my account, by charging a $10 USD per month inactivity fee until the money was gone. This is daylight robbery and should be stopped NOW !
