Now it's about the affiliate program of freelancer.com. It has messed up the provisions of giving affiliate commissions to it's registered users. After buying out former getafreelancer.com it has changed it's affiliate program policy that hurts those who were referring users via the affiliate program. They neither put the notice about the change on affiliate page nor they informed the users who were registered from the getafreelancer.com days.
This is the book of misdeeds committed by freelancer.com. As the company is huge it is reluctant to care about the interests of its users, both freelancers and employers. To answer whether it is a full scam or not it can be said, "No, it is not selling resorts on the moon". Does this suffice? People consider the unethical practices and ripping off policies as the signs of scam.

The boomerang comment - An example of mention-worthy REUSE
On Linkedin, the CEO of freelancer.com was discussing some other thing, where he said- Sorry, but who are these f*cking morons? The discussion was about ACS and it's policies, nothing related to freelancing or Freelancer.com. But the point is that someone made a mention worthy reuse of the phrase to explain that how users feel about freelancer.com.

Legal threat to Kent Mauresmo - unfortunate attempt of Freelancer.com
After complaints after complaints by the users about it's malpractices, when it became irresistible for the outsourcing market place to tolerate free speech and true stories, freelancer.com chose the way of threatening. A former users of the site wrote a blog entry describing his sufferings with the site and got huge response from the readers. There are still some 350+ comments there. His ISP was sent a legal notice claiming that the blogger is violating copyright and the blogger himself was threatened by saying that he was defaming the company. Freelancer.com failed to understand the old saying - "what you reap is what you saw".

Examples of ROBOTIC COPY-PASTE Customer Support of freelancer.com
Unhappy users of freelancer.com are complaining about the customer care service every now and then. One user has published the texts of a conversation between him and the customer care agent. It is mind blowing to see that how actually they serve the customers. The original poster marks it as "hilarious"! Along with the robotic copy-paste answers this conversation also reveals that how a worker's money is blocked due to account issues of one of his employers for whom he worked.
Request withdrawal of your money - the suspension nightmare will descend up on you
The more you will read the reviews of the users about freelancer.com, it will become clear that the term "verification" tickles into the head of the operators at freelancer.com when users submit a withdrawal request. They want you to bring money to their site. No verification will be asked. The will take money from you for depositing the money, posting a project, accepting a project... without any verification. But when you will submit withdrawal request for the deposited money or earned money, soon your account will be suspended.

User at freelancer.com vs criminal in jail - the similarity
Many victim users has commented on the verification process of the site. On one hand the verification is itself used purposely to siege the money of the users, both workers and employers, on the other hand the verification process is very much insulting. It requires you to send a thief like image of yours. It doesn't happen when you ope an account or even deposit money there.

Expiry date of the deposited fund - another way of losing money!
That's hilarious! Freelancer has set even an expiry date for the deposited fund. A former user of the site claims that his deposited money was simply got vanished without leaving any clue! What it seems is that freelancer.com has some sort of approved robbing license. From the complain submitted to complaintboard, short form of the incident can be read. The user states that he deposited $200 to complete a project. But later the project was not continued and he kept his money there to use it when needed later.
The disputted money - who takes it away?
It is known to the victims of the freelancer.com that they suspends account whenever they want in the name of verification. The question is that when no one gets the money where it stays? The answer can be dug out from the testimony a designer who's money freelancer blocked. Here is what Mladen Djukic experienced at freelancer.com.

Inducing new (fraud) projects to increase bid package sell
You know that bids are limited for users in Freelancer.com. The more you spend bids the more you are prone to spend money to buy bid quota. Else you will have to wait for the recovery time after which you will be given 1 bid. Freelancer.com is exploiting users by this mechanism. They are inducing false projects to let freelancers spend their bids and later spend money to buy more bid package.
