The more you will read the reviews of the users about freelancer.com, it will become clear that the term "verification" tickles into the head of the operators at freelancer.com when users submit a withdrawal request. They want you to bring money to their site. No verification will be asked. The will take money from you for depositing the money, posting a project, accepting a project... without any verification. But when you will submit withdrawal request for the deposited money or earned money, soon your account will be suspended.
This is the book of misdeeds committed by freelancer.com. As the company is huge it is reluctant to care about the interests of its users, both freelancers and employers. To answer whether it is a full scam or not it can be said, "No, it is not selling resorts on the moon". Does this suffice? People consider the unethical practices and ripping off policies as the signs of scam.

Freelancer.com takes money from unverified user but suspends the same account when withdrwal request is made
A very insightful comment is found which argues that the site freelancer.com takes money from a user without asking the user to verify account but suspends the same account when the owner of the account request withdrawal of his money! That is a very significant point indeed.
